Background of the Study

Food security remains one of the most pressing challenges in many parts of Nigeria, particularly in drought-prone areas. Ganye Local Government in Adamawa State is located in a region that frequently faces the adverse effects of drought, which exacerbates food insecurity and undermines agricultural productivity. The Nigerian government has developed various food security policies aimed at addressing these challenges, such as the National Food Security Program, drought-resistant crop varieties, irrigation schemes, and food aid initiatives (Gana & Mohammed, 2023). However, the effectiveness of these policies in Ganye Local Government has been questioned, as the region continues to experience food shortages and rising poverty levels. This study will examine the implementation and impact of food security policies in Ganye, focusing on their role in mitigating the effects of drought and ensuring sustainable food availability for local communities.

1.2 Statement of the Problem

Despite the existence of food security policies in Nigeria, many drought-prone areas, including Ganye Local Government, continue to struggle with chronic food insecurity. Factors such as poor implementation, inadequate infrastructure, and climatic challenges contribute to the ineffectiveness of these policies. As a result, food security remains elusive for many households in Ganye, who face recurrent hunger and malnutrition (Adeyemo & Idris, 2024). This study seeks to assess the effectiveness of food security policies in addressing these issues in Ganye.

1.3 Objectives of the Study

  1. To evaluate the impact of food security policies on food availability and agricultural productivity in Ganye Local Government.

  2. To assess the challenges faced by local farmers and communities in accessing food security initiatives.

  3. To propose recommendations for improving food security policies in drought-prone areas like Ganye.

1.4 Research Questions

  1. What is the impact of food security policies on food availability and agricultural productivity in Ganye Local Government?

  2. What challenges do local farmers face in accessing food security programs in Ganye?

  3. How can food security policies be improved to enhance food availability in drought-prone areas like Ganye?

1.5 Research Hypotheses

  1. Food security policies have significantly improved food availability and agricultural productivity in Ganye Local Government.

  2. Limited access to infrastructure and resources is a major barrier to the success of food security programs in Ganye.

  3. Expanding irrigation and introducing drought-resistant crop varieties can improve food security in Ganye.

1.6 Significance of the Study

This study will provide valuable insights into the effectiveness of food security policies in drought-prone areas, with a focus on Ganye Local Government. The findings will be useful for policymakers, development agencies, and local communities in enhancing food security measures and addressing the challenges posed by climate change.

1.7 Scope and Limitations of the Study

The study will focus on food security policies implemented in Ganye Local Government, Adamawa State. Limitations include potential challenges in obtaining data on the long-term impact of food security programs and the limited availability of resources to conduct a comprehensive survey across all affected communities.

1.8 Operational Definition of Terms

  • Food Security Policies: Government strategies and initiatives aimed at ensuring access to sufficient, safe, and nutritious food for all individuals.

  • Drought-Prone Areas: Regions that experience frequent or prolonged periods of insufficient rainfall, resulting in water scarcity and reduced agricultural productivity.

  • Food Availability: The physical presence of adequate food supply in a given area, including local production, imports, and food aid.
